The Imperative:
Why AI, Why Now
AI is no longer a future-state conversation. It is the number one strategic priority for state CIOs nationwide — displacing cybersecurity for the first time in over a decade. 82 percent of state IT employees use generative AI tools daily. Over 90 percent of states are running pilots. Yet the gap between ambition and readiness remains wide: only one in four states has dedicated AI funding, legacy systems consume nearly 80 percent of IT budgets, and the pressure to deliver measurable outcomes — not demonstrations — grows with every legislative session.
Agencies that move decisively will transform service delivery: eligibility determinations in minutes, compliance reporting in real time, program performance visible without analyst intervention. Those that wait will fall further behind — missing federal deadlines, losing talent, and struggling to sustain legislative support. NXT’s AI & Product Lab exists for agencies ready to move — with the governance, data discipline, and domain expertise to do it right.
Our AI Governance Principles
01Human in the Middle
Human judgment is the authority in every AI workflow we design. Technology recommends. Humans decide. Our systems are built so the people closest to the mission — caseworkers, eligibility specialists, program managers, agency leaders — retain full authority to review, override, and direct AI outputs. AI handles volume, speed, and pattern recognition. Humans provide context, empathy, and accountability.
02Governance Before Deployment
No AI system enters production without a governance framework that defines accountability, escalation protocols, human override authority, and criteria for discontinuing use. We align to NIST AI RMF and ISO/IEC 42001 standards—because responsible deployment is a prerequisite, not a phase.
03Data Integrity as Prerequisite
AI is only as trustworthy as the data behind it. We validate, clean, structure, and document data lineage before any model touches it. Data quality is not a technical task—it is a governance obligation that determines whether AI outputs can be trusted for consequential decisions.
04Accuracy, Tested and Proven
We validate AI outputs against ground truth before deployment and continuously after. Success criteria are defined in advance, tested in controlled environments, and verified with the people who use the system. If a model cannot demonstrate measurable accuracy improvements over existing processes, it does not deploy.
05Bias Detection and Mitigation
We test for demographic bias, monitor for model drift, and build feedback loops that surface inequitable outcomes before they compound. Bias auditing is not a one-time exercise—it is a continuous practice built into every monitoring cycle, because the populations government serves cannot afford disparate treatment.
06Explainability and Transparency
If a model influences a decision, every stakeholder—from the caseworker to the legislature—should be able to understand why. We design AI systems that produce interpretable outputs, document their logic, and support the audit scrutiny that public accountability requires.
07Continuous Validation and Guardrails
AI accuracy degrades over time as data and conditions evolve. We build monitoring dashboards, automated drift detection, validation cycles, and incident response protocols into every deployment—so systems stay trustworthy, and leadership has a defensible view of performance at all times.
Capabilities
AI Strategy & Governance
Enterprise AI roadmaps built around your agency’s mission priorities, data maturity, and regulatory obligations. We assess organizational readiness, define use-case portfolios ranked by impact and feasibility, and design the governance structures — policies, roles, oversight boards, and responsible use frameworks — that make adoption sustainable, defensible, and aligned with NIST AI RMF and emerging state AI mandates.
Data Readiness & Engineering
AI is only as reliable as the data behind it. We audit data ecosystems, remediate quality gaps, build integration pipelines, and establish validation protocols that transform fragmented agency data into a trusted foundation for analytics and machine learning — because the most sophisticated model is worthless without disciplined data.
Rapid Prototypes & Accelerators
Purpose-built proof-of-concept applications that demonstrate the art of the possible in weeks, not quarters. We leverage pre-configured accelerators for common public-sector use cases — eligibility processing, document extraction, program analytics — so leadership can see working software before committing to enterprise investment.
Reports & Dashboards
Real-time performance visibility for leadership and oversight bodies. We design reporting architectures that unify operational data across programs, automate compliance reporting, and deliver interactive dashboards that translate program activity into the metrics that inform funding decisions, legislative testimony, and strategic planning.
Product Engineering
Full-lifecycle product development from discovery through deployment — user research, architecture, development, testing, and release management. We build products designed for government operating environments: Section 508 compliant, FedRAMP-aware, integrated with existing enterprise systems, and built to scale across agencies.
Product Implementation & Adoption
Technology deployments fail when adoption is an afterthought. We manage the end-to-end implementation — system configuration, data migration, integration testing, user training, and change management — ensuring new products are operational, adopted, and delivering value from day one.
Proof-of-Concept Showcase
See what responsible AI looks like in practice. These accelerators were designed, built, and demonstrated by NXT’s product team — each addressing a documented public-sector challenge with working software.
HHS Transformation Experience
An end-to-end demonstration of how AI-driven modernization transforms the constituent journey across Health and Human Services programs — from eligibility determination and enrollment to service access for the most vulnerable populations. The accelerator illustrates how intelligent automation, data integration, and human-centered design converge to reduce processing timelines, eliminate redundant data entry, and connect residents to benefits faster.
From proof of concept to production.
From data to decisions.
From ambition to outcomes.
Let’s build intelligent systems that earn public trust and deliver measurable progress.
